Mobile phone masts

Chester City Council has been consulting on its policies for mobile phone masts. This coincides with concerns about the installation of additional antennas on the 02 mast in the Guilden Sutton Lane reservoir site which did not need planning permission. As such, the Parish Council was not informed.

The Council has made the following response to the City Council:

The Council welcomes the intention that operators should discuss their proposals with other organisations that may have an interest in the proposed development, such as Parish Councils, at the earliest opportunity before submitting an application. 

A recent development by 02 in the Guilden Sutton Lane reservoir site where additional equipment was fitted without increasing the height of the installation (15m) possibly points to a loophole as permitted development does not require an  application.

Given the effect of permitted development can, nonetheless, affect the visual amenity of the installation - in this case a Green Belt site - and cause concern to nearby establishments such as day nurseries, in addition to occupiers, the Council believes the guidance should provide for Parish Councils to be informed of permitted development by the planning authority or by the operator.  The Charter agreed between the principal authorities in Cheshire and Parish Councils provides for Parish Councils to be informed of matters arising in their area and it seems to Councillors that given the continued sensitivity of telecommunications installations, which is properly recognised by the City Council, it is reasonable that Parish Councils should be aware of all proposals, including those to be carried out under permitted development.

The Council also believes that where mast sharing takes place, further stand alone masts are permitted on the same site or additional antennas are otherwise installed, there should be a certificate from the operator that the cumulative effect of emissions on the site are within the guidelines.

A Parish Plan For Guilden Sutton

The open meeting in the village hall on 12 September attracted a full house, and there was considerable agreement that Guilden Sutton should create a parish plan. Many suggestions were made for topics to form part of it, including:

 

-         traffic speeds                                            – maintenance of Green Belt

-         converting disused railway to a cycleway     – planning guidelines

-         reopening Mickle Trafford station               – combating litter

-         control of weeds, brambles on footpaths     – public transport

-         anti social parking                                     – dog mess

-         transport to schools                                   – sustainable energy

-         facilities for youth                                     – allotments

 
This list indicates some of the issues that the plan needs to address, and we expect that more will become apparent.

Some of those present volunteered to be part of a team to carry the project forward, but more people are needed to help in various ways. Guilden Sutton Lane junction

The A41 from Sainsbury’s roundabout to Chester Zoo has recently been described by Cheshire County Council as the worst road in Cheshire for collisions, particularly Hoole roundabout. A package of measures is proposed to improve safety.

The Parish Council took advantage of this to address the highways and transportation local joint committee, comprising county councillors, including our own Cllr John Burke, and city councillors, on hazards at the Guilden Sutton Lane junction, particularly those caused when a second vehicle attempts to join one already waiting in the central reservation.

These either block driver’s views of traffic approaching at up to 70mph over the blind summit from Vicars Cross or become stranded in the fast lane for traffic approaching from Hoole roundabout. Both types of incidents can lead to difficult confrontations. 

The Parish Council has called for a 50mph limit on the A41 to reduce the hazards, the replacement of the former `SLOW’ markings at the approach from Green Lane, traffic signals to prevent tailgating across to the central reservation and for the street lighting to be extended from Hoole roundabout.

PS Please be courteous to our neighbours in Pipers Ash and observe the `KEEP CLEAR’ markings at the entrance to Hare Lane.
